I definitely agree with your overall premise. Categorizing and researching pedophile/hebephile sexuality as well as sex crimes against children and adolescents is complicated by anti-pedophile attitudes and laws. With adult rape, we can see that legal consensual sex is an option for those men, but some choose to rape anyway for various reasons. With child-adult sex, the equivalent is not possible and hence all sex acts are automatically categorized as rape or sexual assault. I would wager that people who have a sexual orientation towards children or adolescents are more likely to try to form romantic relationships with them, whereas situational offenders are more likely to just use them for casual sex. And of course, there are a lot of conscientious minor attracted adults who recognize the legal and social folly of engaging in such relationships and therefore refrain from them. Most of us here fall into the latter category.
