People are "qualified" to enjoy something that someone else would enjoy doing with them as long as they can express their enjoyment of something they enjoy and displeasure at something they don't enjoy. That usually occurs the instant some person is capable of either smiling or frowning, and either giggling or crying. For ANYONE to tell that person that they have NO RIGHT to enjoy something that makes them smile and giggle, unless they're 'qualified' in some way, is a violation of their basic human rights. Sex, unlike use of firearms or automobiles, does not require training in order to prevent the death or injury of bystanders, neighbors, and chance encounters. It doesn't have to be "essential for human survival" any more than reading, writing, or smiling is.
