I agree with you. I think the key is comprehensive sex education. The Unitarian-Universalist "Our Whole Lives" (OWL) is a great standard to aspire to. Until the political will can be assembled to make this kind of sex education available in schools, people can work to make it available through churches or other organizations. Some version of great sex ed should be available to parents (and kids).

It would also be great if parents could have a more relaxed attitude towards their kids' sexuality in terms of masturbation, answering questions honestly, and talking about relationships with peers -- relevant to most people in their teens. This in turn would be part of assembling the political will for better sex education.

(Activity between kids under 13 and adults, done WITHOUT knowledge or approval of the parents, is far, far down the list in terms of helping with this problem, if indeed it would be a net benefit at all.)
