I see your point but in my opinion it's too contrived to really be correct.

We are not cats, we're not solo creatures we're a species that succeeds by being part of a large collective, a society. When we came down from the treats there were stronger, faster, more efficient predators but we had a group mentality that made us strong as a collective.

Throughout history that group mentality has helped us to survive and thrive to the point that today we're the dominant species on the planet.

Society is essentially a group of individuals who have an agreement to work together. To allow that to happen we collectively set out a set of rules which allow us to coexist as a group. Rules such as you can't just kill people you don't like, you can't take other people's property, you'll give a portion of everything you earn to a central pot to pay for things we all need etc. Take away those rules and society breaks down because everyone is different.

So in your example, 100 billion alien's come down and we all agree that we'll form a combined society. Then yes, votes will be from everyone and the alien's will have the majority of the vote. That is correct because we've made an agreement to have a new combined society and so we have to have a set of rules. But your example is that they vote for something that's impossible to be achieved by humans. Law doesn't work that way, ther's no law that says only people with two legs can go into parks, wheelchairs and people with one leg are banned. Laws are for the interest of society but should not exclude minorities. Sure people in wheelchairs might love a law that says they get special lanes next to pavements and people with one leg might want a law where they get free access to public transport. The reality is there are differences we all want, we don't all agree on every law and we all would make changes but society has a set of laws we all have to follow including the ones we don't like or don't believe in.
