OTOH their role as the fastest providers of external intel makes them indispensable to the State ( see traditional Afghanistan OR Wikileaks. ) What Ieyasu forgot was that in peace this role can make them very powerful and wealthy. This may be why the Powers seem Hell bent on ensuring a permanent state of wartime response. Ghod help them if those whose lands are larger than mere nations rise to the top again.
