It is hard to say much about groups of people who stay silent. I certainly accept that there is a huge group of silent pedophiles -- hardly anyone argues for an incidence lower than 1% of adult men, which would be over a million in the US. But I don't know any reason to think they are self-hating or anti-contact. If we restrict the analysis to "people who voice an opinion", then I think the stark distinction holds up.

Even if pedophiles were 20% pro-contact, and everyone else was 1% pro-contact, that would be a big difference inviting an explanation.

As for the general public feeling so intimidated that they don't even dare to mention their views -- the internet provides anonymity to everyone who wants it, not just pedophiles. Such concerns would surely surface in the other anonymous forums people belong to, where they are free to say whatever they like. You might expect libertarian forums in particular to gather a critical mass of such opinion, but to my knowledge they do not.

I like to think that large parts of the public do regard the panic about adult-child sex as unjustified, but if so it would pertain to being too zealous about tagging people who might be innocent. It might also pertain to not making such a fuss about young teens having sex. But I don't believe their concern extends to feeling penalties are too harsh for men who actually engage in sexual activity with prepubescents.
