As Baldur noted, his post was made a little unclear because he didn't actually post a link or use italics or quotations in his post. But I believe he was quoting a journalist who called the NCA and that he didn't actually contact them himself. I still haven't seen the source material he was referencing, however. You could probably find it by searching some of the text he included, though.
