It's legally very confusing. What the bulk of society wants is for us to stop having fantasies about children, though they can't quite make and enforce a law to that effect (yet).

I have heard (with no references available) that if all you have is those borderline shots of girls posing fully clothed, then no one will bring a case against you -- the bar for bringing cases against people who host such sites is lower than those who merely possess. If they find such pictures, though, it can be used as probable cause to look for what is clearly child pornography. One instance is if you cross an international boundary and someone sees suggestive pictures on your computer.

Never pay for anything, and never order anything through the mail, even if it is clearly legal, if it could by free association be linked to sexual interest in children. Never post anything or send it to anyone else.

I can't say that following those rules will keep a person safe, but based on what I've heard I think each of them makes you a little safer.
