Exactly.

We're already conceding a legal fiction when we refer to young women of 16 as "girls."

And part of me suspects ( without actual knowledge ) that the regions which refer to 25yr old "girls" are areas which formerly allowed marriage to confer adulthood, and don't know what to make of an unmarried bio-adult.

Though to address your last point. I think we all know that GF is the colloquial for any age. Therefore we bother to refer to LGF and AGF to distinguish relationships with minor children and minor adolescents from the commonplace teleio ones.
