Part looks, part personality. I can't easily neglect either. And what I look for, in both cases, changes by age, as I certainly cannot ask the same, in either aspect, at the lower and at the upper end of my AOA.
But yes, clothing is very accessory to that. Of course I'd be attracted to nude girls if nude girls roamed around in public. But though I can be and am attracted to skimpy shorts, short skirts, or midriff or shoulder revealing shirts, tops or dresses, more covering doesn't make a girl unattractive. And although ballet tutus and gymnastics leotards are great, neither does looser clothing make her less attractive than these tighter garments. I like old fashioned Sunday dresses, and they are usually neither revealing nor tight. I like school uniforms, but while I suppose I don't mind trying to sexy them up a little, ultimately I prefer them to be realistically schoolish (and therefore relatively modest) than the faux, too-sexed-up uniforms which appear in adult pronz and some of the manga/anime works. And well, I even like girls dressed in completely covering and loose sharia compliant clothes, hijab and all. I guess this is a cliche but in the end, an attractive girl makes any clothes she wears sexy. Same as an unattractive girl would make any clothes she wears plain looking.
And that's just about the garment. If the T-shirt with the "barely legal" legend is otherwise indistinguishable from another T-shirt, then it's unremarkable. In a tween I may believe it points to a naughty / rebellious / sex-interested girl, or at least one who wants to project that, and that may call my attention. In a toddler it's a parental whim, not the toddler's.
And yes, since in common parlance "barely legal" means "I turned 18 yesterday" (regardless of real differences in AOC across jurisdictions) then "barely legal" is too old for me.
(Now if it said "I Am A Child Porn Star" now we'd be talking! XD )
