Problem is, you need to redistribute for profit, not for free as part of an entrapment scheme.
Well.................
There IS a profit there for Federal Prosecutors and the like; only its not directly linked to the product which they're distributing.
......................... kinda de-incentivizes the supply/demand chain.
...... and we wonder why they're broke when they can't figure-out Econ-101.
