Well, anyone with access to the URL, I assume. So anyone who knows the URL. I don't ever use dropbox, though a few people have shared some documents with me through dropbox so I kind of know how it works, but I'd say it's a terrible idea to put anything illegal on any website, especially something big like dropbox. I'm sure it's moderated at some level, and naturally anything stored on that server is not only available to you and those you give access to, but also to those with direct access to the server and anyone those you give access to gives access to. If it is not on your machine, then you are not the only one with access to it, and almost certainly there will be those who you don't want access to it who will have it if they so desire. Why anyone would actually use dropbox or any cloud to store illegal material is beyond me. The owners are obligated to get rid of it(and in getting rid of it, they'll most likely be reporting you) if they themselves wish to stay in good standing with the law.
