It can be genetic and still have identical twins being separate on things like this. One of the amazing things about many animal genomes is that genes can be activated or deactivated or completely changed at random or in response to certain stimuli. Maybe pedophiles are predisposed to it and some kind of stimuli activates it.

Or maybe it is behavioral or learned or something. I don't know and wouldn't exclude possibilities.
