Updates to TOR and effect on GC

I thought GC was down for the last week. Apparently TOR had to be updated to the newest version. Previous times, when there was an update available, the TOR homepage went to an "update available" page. This time it did not do so. Just keep this in mind for the future if you can't access the page.
