There's that, but arguably there are factors at least as strong but pushing in the opposite direction. For example, the social and legal penalties for raping minors are much higher.

Only if you are caught.

People who commit a crime don't do it thinking that they'll be caught.

And in the few cases they do, they already decided it is worth the punishment anyway.

Either way, the penalty is an afterthought at best.
