part of the garment while the sticky coating is intended to be removed?

I'm thinking the intended purpose of the plastic piece may be to make the outline/contour of the lg's genitalia non-discernible.

So sad if that's what's up. Is the plastic flexible but semi-rigid? If yes, that may be uncomfy.
