I'm referring to the social progress that's been achieved in part because of our government. Jim Crow wouldn't have ended in the South without strong, decisive government action.

Government action which replaced one form of State oppression with another. Among other things, black-owned small businesses and the African-American entrepreneurial spirit were largely destroyed in the South as mom and pop stores were driven out of business by white-owned corporations based mostly to the north. The rates of black incarceration skyrocketed. Public education and housing projects for blacks have failed miserably - even worse than in general. The Civil Rights Act was successful at some things, granted - e.g., it took wind out of the sails of genuinely radical black power movements.
