Irrelevant; the Internet wouldn't have come about how and when it did if not for government investment (though I'm not discounting the efforts of private business in its development as well).

You are correct, of course, that it would have been different - but let's not forget that most computer enthusiasts in the 1980s contacted each other via BBSes or commercial services like Compuserve. I'm sure something would have developed in the absence of the internet.

Besides which, most of the research and development you've mentioned - including the internet - are spin-offs from military research, and the military is in fact one of the legitimate functions of government.
