Maybe California's system gets them there a little bit faster than other states, but the results seem to be rather usual to democracy. That's why a republic with a limited franchise seems better.

If I were creating a society from scratch, I would limit the franchise to those who were paying more in taxes than they were getting back. Otherwise, democracy always devolves into the public voting themselves public money.
