It was Roosevelt's efforts in the 30s that brought power and water to places where private enterprise didn't have enough of a profit motive to bring it.

People had always inhabited more densely where it actually was more viable, in terms of geography, weather and environment, to live. In every continent, the older large settlements and the larger ones at any given era were on coasts, navigable rivers or large lakes. Until the 19th and 20th centuries, when governments of all persuasions convinced themselves they had to Conquer the Wilderness.

Not everything is negative. What they are doing at the Gulf right now is impressive and much of that will be the future for many cities and countries. But these are costly successes and the number of failures is much greater and they still are about as costly. And I mean environmentally and humanly as well as economically.
