They might not be ultimately guilty for every abuse performed by the state. But starving them of their salary will mean that less people will take government jobs, which in turn will mean that the state will be out of people it can control (as their employer) and use to control others.
Otoh, a much more pragmatical position would be to join in their demands to have their full salary and benefits no matter what. That would bleed the State of California to death. Though, in all truth, it has already bled so much that I have no idea how it isn't dead already.
