Actually, it is. Compulsory public indoctrination is a large part of the problem.
The fact that the public is required to pay large sums of money for a third-rate education is criminal, especially considering that America once had the best-educated population in the world, before education was made public and compulsory.
Er, you do realize that private schools generally spend half as much per student as public schools, right?
