Indeed. Basically, these groups are scapegoated for the 'evils' (esp. in the case of admitted peds) and 'stupidities' (esp. in the case of minors) that EVERY group is capable of.

I'm sure you know this as well but it should be pointed out that peds and minors are not mutually exclusive categories. "Minor" is just an artificial category created by the same State that locks people away for possessing certain pictures.
