I would like best not to have harassment, but if it is going to happen, I would like better to have harassment be in the open than underground.

I got the scar on my neck in the street and all went well precisely because I was somewhere public. Had it been in private, I'd be dead.

Your proposal is like when Nick Griffin proposes to ban jihadist sites. Well intentioned, but if they go underground they are more dangerous than in the open.
