Yeah, the same reason there's no marriage to boys is pretty much the same reason same-sex couples of any age do not marry in the Middle East: it is expressly forbidden. In some of the more liberal Middle Eastern countries like Kuwait there is actually quite a bit of man-boy and boy-boy sex going on undercover. I have that on direct authority from someone who's been there and witnessed it. This happens because the laws against premarital sex are so strong that teen boys could be jailed or even killed for it, but they're so horny that they turn to each other. I'm speaking primarily of adolescent boys here, but sometimes younger.
