In a letter to parents at the mixed-sex school, Dennis Richards said that the strict new uniform rules were necessary because young children were "wholly unaware of the signals they are giving out" by wearing short skirts.

My question; If the girls are unaware of this, then who are they sending these signal to? There can be only two possibilities: fellow students or staff members. It can't be fellow students because, like the girls, they are wholly unaware of any signals, right? That means it is the staff to whom these signals are being sent. And if the staff members are so insecure about young girls' panties showing every once in awhile, that must mean there are some among them who are noticing these signals. Ahem.
