I've argued many times that pedophilia is not necessarily a rare preference. I also strongly doubt the modern western schema which attempts to reduce sexuality to a neat list of discrete and mutually incompatible 'orientations.' I'm strongly sexually attracted to women, and don't feel amiss being, depending on mood and circumstance, even more sexually attracted to young girls.

And I am well aware that not all countries are equally gripped by pedohysteria. However, it does not follow that these less hysterical countries lack any legal or social discrimination against pedophiles, especially exclusive pedophiles. I do know that there are often more sensible attitudes regarding child/teen modeling/erotica/prostitution as well as integenerational relationships in Russia and the Ukraine. However, these countries still have age of consent laws and other measures that are discriminatory against those strongly - let alone exclusively - attracted to prepubescents. To the extent that people in such countries are more open-minded about men's "pedophilia," for example, it's largely hebephilia (or a more honest heterosexuality, depending on one's perspective) that we're talking about. I will grant that there are a few countries without an age of consent, but their governments (e.g. Kingdom of Saudi Arabia) are typically extremely repressive with regard to nearly every other aspect of sexuality. Not a good trade.
