To me, when you say "can have a positive effect" you are differentiating from someone who's primary attraction is not children. As Dante pointed out, that we cannot judge ourselves or others based on long-term aftermath, it is best, if you are looking to differentiate, to do it by classifying motive or purpose.
With taking motivation into account, you could take a good and bad stereotype, and I don't like to create such simple classifications, but for the purpose of this:
Bad motive: Wants child to control and manipulate them, uses for personal gain, and does not have respect for the individual or their well-being.
Good motive: Has positive intentions, cares about individual, may see themselves as partaking in a positive role.
Now to get to your question about population of pedos. I have read modern psychology suggest prevalence rates ranging from .5% at the low, to 7% at the high. This wide range tells you that the data is not reliable, may also not be valid. With such a wide range, it is likely most studies are not using the same definitions for what is, and what is not a pedo, and also there are probably problems with finding a random sample of pedos to be honest with you, and admit their feelings to a study.
The phalometric-meter rating of 25% is true, however this is probably not a good indication of orientation. Similarly high numbers can be the result in other populations, such as same-sex imagery, but is likely not a sign of orientation.
Indeed I would feel quite happy if the prevalence was 5-10%, I would have lots of company, and it would be a simple but good explanation for the anger against pedos, because sexual repression leads to this type of anger.
The overall population number would vary greatly based on two things. Exclusivity of attraction to children, and age itself. The more exclusive your criterion, meaning that you are looking for people who only like children, the lower your number. For age, if you draw the line for pedophile at attracted to 12 and below, you will have a much smaller number than if you included anyone older, such as 13-14 age, and 15-17 age.
My guess is that 14 or 16 and up attraction is very very common, with most people being in denial of it. For primary 12, or 14, and under attraction, I guess this is in the 2-5% range. I will remind myself and others though, that many decades ago it was thought that homosexuals were exceedingly rare, and you can hear many older people attest to this when they say they didn't know any gay people when they were growing up. This isn't because they weren't there, it is because they were in the closet and that same issue is a problem with getting an accurate count now for us.
