The vast majority of what those civil rights groups were fighting was the interference of the State. For instance gay right activism was mainly about preventing the State from making homosexual acts illegal to the State recognizing gay marriage. It most cases, it was a fight against the State, not to empower the State. Unless they were fighting against discriminatory business practices but in such instances they often overreach such as with Affirmative Action which is basically State sanctioned racism.
