It makes no sense to call the state totalitarian for controlling the lives of people yet supporting the state in enforcing parental control over kids.

And where exactly did I state that? I never stated the right of government to ensure the authority of parents, just that they should not interfere with the authority of parents.

Most importantly, I am NOT talking about replacing parental authority with state authority.

Yes you are. You even say it here:

I am talking about the state enforcing the civil rights of youths, NOT in forcing parents how to raise their kids.

That's two different ways of saying the same thing. By en(forcing) anything you are forcing. So if a parent doesn't want their kids to go out passed a certain time, you would give the state the right to force parents out of their authority over that situation, which is replacing parental authority with state authority.
