Why this is flawed

While in theory what you say sounds good, in practice it'll never work simply because any institution based on authority enforcement is prone to the same corruption we see happen over and over again.

This is the fundamental flaw with any socialist political theory. It relies on a responsible state or a fair power, much as any capitalist theory relies on ethical business practice. The inherently selfish nature of all people is what corrupts authority to enforce their power to benefit themselves rather than for the good of all people.

It's not merely a matter of bad ethics but a matter of the cause and effect relationship of people and power. 9 times out of 10 politicians will do whatever benefits them the most even if that includes breaking the rules.
