#1 is a good start, but the government does need to take a positive role in *upholding* the rights of young people who assert them. This is a common misunderstanding among the libertarian posters here -- it's not that the government should replace parents as guardians, it's that the government needs to respond to young people who want to leave their parents or who experience discrimination.

I also think society needs to change in the way it provides education and child-friendly spaces for its children, but that would require a larger social shift than the basic changes necessary for young people to enjoy their basic human rights.
