I think we all agree that "protectionism", for trying to build a consensus term, did begin in Victorian England, and had the support of both anti-sexual Temperance movements and early feminists who probably saw it as a way to promote women equality.
This alliance has gone through ups and downs, but hasn't ended. Even though it doesn't really promote gender equality, and never did.
