Although I can't speak authoritatively about the law in Norway, I know that in the USA an "assault" in the legal sense is not what one would consider an "assault" in real life. Thus, touching a person's arm can become "assault" no matter how gentle it is, and completely consensual kissing and fondling can become a "sexual assault" when it involves someone under the magic age.

The article gives no details, but this guy may have simply been cruising the clubs and hooking up with teenage girls he met there. Presumably he has some other characteristic that brought him to the attention of the police (the article did mention a personality disorder). However, there was no mention of forcible rape, so I doubt there was any.
