I did not know there are states that require all parties to consent to a video recording in order for it to commence legally. That is a big surprise to me. I was under the impression that the parties need to only be in a public place, without an expectation of privacy, such as in a bathroom, or changing room.
It might be possible that a cameraman could become harassment, but usually in such circumstances it is the authorities that have to make the accommodations. Take groups of protesters for example. They are exercising their rights under the first amendment, so the cops have to work around that in controlling the protest, without hindering their ability to complete the protest.
