On a scale of 1 to 10, 10 is "can't get any better than this" and 1 is "can't get any worse than this". But "as good as it gets" means "won't get any better than this" an thus comes in as anywhere from 1 to 10, depending on how lucky someone is. If there was an ideal society where nobody would ever do anything to stop anyone from making another person happy, and therefore I could meet a girl (say, five years old) at a park, take her home home with me and play with her in every possible way that we both enjoyed, then take her to her home and make plans to meet again later, that would be "can't get any better than this." In this jackass society, if I actually get one hug from one girl in an entire year, that's "as good as it gets."
