As someone else pointed out; the "as it gets" part implies limitations.

But generally "A" is closer to the meaning.

Perhaps your friend has heard it used ironically more often than not. The limitations imposed by RL lend themselves to ironic use.

"Gee, I guess that Oprah reruns are as good as it gets."

And of course phrases that have become worn out cliches tend to get less literal use, or get rephrased. "It doesn't get any better than this," is an alternative which isn't quite as threadbare.
