OK, jk, but trying to make it GC related.

Since you say the image is staying small no matter what, I'd suggest you make sure the image is the full file. Instead of setting it from the browser, I recommend saving it to the hard drive, then confirm it has the appropriate resolution and KB, should be at least 200kb-a couple mb. Then go through the desktop background options, and select the file through there. Or also try opening the picture in windows photo viewer, or picasa, and then try to set it to the background that way.
