1) Everyone should have some military training. Just the same as they have math, English and chemistry. I seriously don't think it shouldn't be seen as another important life skill.

2) But there should generally not be a large standing professional army. Professional soldiers cannot say no to being deployed. Citizens with military training can and will, because they have the rest of their lives to live.

There is a reason why the most imperialistic states are historically the ones with the largest standing professional armies, beginning with Assyria and Sparta. There is also a reason why the move from mercenaries to conscription brought about democracy (France and Germany, anyone?). A country where everybody had military training but there were few full-time soldiers and officers would be a strongly war-reticent country, yet a very defensible one when the need arises, such as most of the medieval republics. Did I say medieval? Switzerland is still alive and kicking, aint she??
