In Spain the age of consent is 13, France is 15, Hungary is 14, Poland and Romania are 15, as is Sweden, and the Vatican State is 12! Of course the Vatican is not part of the EU.
This came from Avert, which lists the Dutch age as 16, not from ageofconsent.com.

The EU does not have a uniform age of consent- at least not yet.
