Other concessions exist if the older person is not more than 20 or believed the younger person to be at least 16.

Does this actually mean that if the older person says "oh, she told me she was 16 and that's what I believed. Guess I won't go to jail for having sex with this 12 year old."

Maybe I'm misreading this, cause I highly doubt that's the case.
