I think a good way to combat school bullying is to stick the bullies in classes where there are older children--such students would probably be intimidated by the older students, and over time, their bullying tendencies may fade since they will get used to behaving in a non-bullying fashion.

I dunno, I don't really want to encourage younger people to feel intimidated by older people.

Many bullies would probably just lash out at this additional authority being placed over them.
