Clearly?

I wouldn't say clearly, the arguments about that are peppered throughout. Something cleary would gather it together in a concise format.

I really think this is not some clearcut issue. You can't just lump 'sexual laws' (so vague) together and say they reduce or increase protection.

Some laws (or lack thereof) decrease it, like ones which allow parents to neglect to inform their children about important things (like pulling them from sex ed, spreading religious or cultural myths, etc). Moreso those which prosecute those who attempt to inform people about information and get prosecuted for it.

Some laws increase protection, such as the laws which prevent baby rape and stuff like that.

Naturally a great deal of law is in a gray area which does both good and bad depending on context though.
