I think the word you are looking for is extortion which is exactly what is happening. For example, all the major ISP providers are being bullied into complying "or else" to rid their networks of Web sites that contain child pornography. The moderation team recognizes this here and to be safe are eliminating anything that could be remotely associated with illegal imagery. Other boards have VERY strict guidelines to comply within these same legal boundaries. It is going to be an ongoing battle for all of us (all the GL boards) to play their game when they hold all the cards.
