afterall, a seat is a seat and a 3 year old needs that whole seat (even if they are smaller).

Airline fees are based on weight, not seating. That makes it sensible to charge less for children. That also explains the correlation between the obesity epidemic and rising airline fees. No it really doesn't. My point is that they could and should charge directly by weight, rather than age. Of course, that would make it hard to quote a price without weighing the person.
