Charge the many hoping one or more will "snitch". Eventually one or two may be charged with the murder. The murderer(s), if convicted, will spend whatever time they get (probably dropped to involuntary manslaughter and give some time served) in prison as heroes, honored by their prison inmate peers...and most, if not all, of the guards and staff.

The "snitch(es)" will have to be put in protective custody the rest of their sentence(s). And then maybe--just by accident, of course--a guard will slip up and allow other inmates access to the snitch. Opps...another prison murder.
