Very wise decision.

After all she is 13 and hopefully there will be some self reflection on her own behavior.
Don't worry about the punishment, hers it is little compared to what she does to other people.

Penelope seems like a perfect new friend for you, she obviously likes you very much and you are able to keep some distance with her when necessary.
