And as I said, that's a point of debate. :) Or, at least the way it was explained to me when I was reading about the subject. Which, if you demand your point, I will have to call my understanding into question.

There's many different stories over what happened, which may differentiate Lucifer from all the others anyway. And--here's the important part--it is how people perceive it. Perception is key, even if it were untrue. Therefore, to change the attitude, this perhaps must be dealt with as well.

Yes. Same time as women and child labor laws. It was a shift in focus as the middle class was just created. The main push for an AoC itself came after an article in a newspaper where the author "proved" how easy it was to get a young girl as a prostitute, by doing it himself. Not only was the law created by Parliament, he was taken to court by the mother of the girl, and (I don't remember offhand) either fined or jailed.
