I believe that there should be an age of consent for penetrative sex, but no age of consent for masturbatory experiences.
Penetrative sex does have some risk (however small) of passing on a communicable disease, some of which are quite nasty and incurable. Good sex education, from early childhood, can help to minimise this risk, but I would still set the AOC no lower than 10 for actual intercourse. I think that an AOC of 12 would probably be the best compromise between freedom and protection of children from exploitation.
Masturbation has no known harmful effects on an otherwise healthy child. Even if a child were forcibly masturbated against his/her will, any harm would be minimal and quickly overcome if parents and the law took a sensible attitude toward the "assault".
Let's be realistic about "indecent assault". At least 99.9999% of the cases where a child has been the "victim" of a sexual "attack" and is traumatized, the assault itself is not the cause of the trauma. The cause is the child's attitude towards> the "assault".
Where does the child get this attitude from? From the parents and, to a slightly lesser extent, from society.
Parents work hard to teach their children how "bad", "naughty", "indecent" and just plain "horrible" sex is, almost from birth. Is it any wonder that, when the child experiences a sexual "assault", they feel traumatized? But the cause is not the "attack" itself. The cause is the sexophobic attitudes they have been indoctrinated with all their lives.
Added to the indoctrination is the fact that the "assault" actually felt good (physically, sex does feel good - as it is supposed to). Yet the child is taught that what happened to them is something horrible and disgusting! Try to imagine the mental torture which that teaching forces upon the "abused" child!
Imagine the child's thoughts: Mommy and daddy think that what happened to me was horrible and dirty, but it felt really good and I enjoyed it. Something must be wrong with me! I must be a horrible and dirty child because I enjoyed something horrible and dirty!
Under those circumstances, widespread in society today, is it any wonder that children are being traumatized by sexual involvement with adults? But it's not the sexual involvement which is harming them in most cases. In most cases, it's the negative attitudes which they have been taught which cause the harm.
Of course, I am not talking about cases of violent rape. I am talking about where a child is masturbated and does not resist simply because he/she does not understand what is happening or has some trust in the person who is masturbating them. The former is clearly dangerous and should remain illegal and be punished severely. The latter is harmless, if the child's mind has not been poisoned with sexophobia, and should be regarded as the harmless activity which it in fact is.
Even where a child is truly forced and protests against being masturbated, any ill effects would be virtually eliminated if society would only get rid of the current sexual hysteria.
News Flash: Masturbation does no harm to any healthy person of any age!!!!!
